Hotels with price from 20 to 30RMB in Shanghai are usually hostels, discount hotels, and hotels dedicating to fresh graduates looking for jobs in Shanghai (Actually I think it is hostel, Chinese call it as student hotel).
How about facilities of hotels though? Let us see what we could get in a typical student hotel. Reminder you should not assume all hotels at this price range are similar to one of my example. And you do need to find out before you check in.
1. Price is 28RMB per night for dorm with 4 persons. If paid by month, it only costs 550RMB.
2. Price is 25RMB per night for dorm with 6 persons. If paid by month, it only costs 450RMB.
3. Price is 78RMB per night for single room. If paid by month, it only costs 1200RMB. It is good deal for couple.
4. 24 hours shower and hot water available.
5. Free luggage storage.
6. Air conditioner, Cable TV, Internet access paid by hour, laundry and kitchen etc.
7. Hotel is not far away from Shanghai Railway Station.
